Giuliani Tells Georgia Legislators Constitution Is Clear: Buck Stops with Them Regarding Electors

Trump campaign attorney Rudy Giuliani encouraged Georgia legislators to look to the judgment of history if they fail to act on alleged voter fraud and allow Democrat Joe Biden to remain the certified winner of their state.

“The Constitution says, ‘The buck stops here.’ And the buck stops with the state legislature. You’re responsible for those numbers that have been submitted to Washington,” Giuliani said in Wednesday testimony before the Georgia Senate Judiciary Subcommittee on Elections.

“Is there anybody that believes that Georgia submitted the right number of votes to Washington? Is there anybody who would like to put their name on an affidavit that that’s true and correct and take a risk of going to jail?” the former New York City mayor asked.

“As a lawyer I would instruct you not to do that, because there’s not a person in Georgia or a person in the United States that believes those numbers are correct,” he added.

Giuliani said just in the research his team has been able to do without the full cooperation of the Georgia secretary of state’s office, they determined 10,315 people were dead when they voted based on public obituaries. Moreover, 2,560 felons cast ballots illegally and 15,700 changed their address before the election, he said.

Currently, 12,670 votes separate Trump and Biden in the Peach State following hand recounts, which discovered thousands of uncounted ballots and netted the president approximately 1,300 votes.

Giuliani also pointed to the leaked video of ballot processing at the State Farm Arena in Fulton County in the Atlanta metro area, in which observers were reportedly told counting was completed for the night.

But counting resumed soon thereafter in the early morning hours following Election Day.

The president’s son, Eric, tweeted an image appearing to show the spike in votes for Democrat Joe Biden in Fulton County after the monitors were told to go home.

“If you can watch that and not realize that this was a major situation of voter fraud, then you’re a fool or a liar,” Giuliani told the state senators. “It’s quite obvious that they are counting ballots illegally.”

He stated the video showed the election workers running ballots through the machine multiple times.

“You would have to be a moron not to recognize that that’s voter fraud,” Giuliani said. “And if you just take a look at the ballots counted during that period of time and you deduct that number of ballots from Fulton County, the winner of this election in Georgia is Donald Trump.”

“If you look at the number of votes during that period of time, Biden gained a 138,000-vote advantage during that period of time from those votes.” Giuliani said.

He also pointed to the unusual fact that in every Republican county in Georgia state senators consistently ran 4 to 6 percentage points above Trump consistently.

“Every single one, exactly the same, 4 to 6 percent,” the lawyer said. “We know the president’s favorability in this state. We know in at least a few of those cases he’s going to run ahead of the Republican senators.”

Giuliani stated that it was only in the contested states like Georgia that flipped for Biden where they observed this phenomenon, while in other states Trump ran ahead of most state senators.

The attorney suggested if the senators needed further evidence, they should demand a forensic audit of the Dominion voting machines and the digital ballot images created.

The ballot images can be examined, he said, to check for fraudulent, manufactured votes, such as “pristine” absentee ballots, which multiple election workers said in sworn affidavits they witnessed.

Absentee ballots are always folded in order to be mailed, but these, according to the witnesses, showed no creases.

Digital scanning technology expert Jovan Pulitzer told the subcommittee that ballots can be examined to detect abnormalities, including if the ballots were filled in by machine or by hand.

“We’d be able to tell if they were folded, if they were counterfeit, whether they were filled out by human hand, whether they were filled in by a machine, whether they were batch fed continually over and over. We can detect everything,” Pulitzer said.

He further stated his team will be able to tell if the ballots were officially printed by the government or mass-produced on other machines.

Pulitzer also told the subcommittee his team was able to hack in real-time during the hearing into a polling pad at a location in Fulton County, where early voting was happening in the Georgia U.S. Senate runoffs.

Giuliani exhorted the legislators to exercise their U.S. Constitution, Article II, Section 1 authority and decertify Biden as the winner.

“It’s ultimately a question of courage. Do you have the courage to stand up to the obligation the Constitution of the United States put on you to save our people from fraud?” he questioned.

Giuliani asked the senators to look toward the “verdict of history,” if they were to stand by and allow a “phony vote” to be certified in Congress on Jan. 6.

“You know what the right thing to do is. You’ve seen the evidence. You know what the law is and I implore you to do the right thing,” he said. “Not necessarily for President Trump … it really has become much bigger than that.”

“This is the stuff you do in a third world country,” Giuliani added. “We let them get away with this, it can get much worse.”

At the conclusion of the subcommittee’s hearing, the members voted to request that the Fulton County elections board make absentee ballots available for a forensic review using Pulitzer’s technology.
